Wales Leads the UK with Mandatory Licensing Scheme for Special Procedures
Wales has become the first nation in the UK to implement a mandatory licensing scheme for special procedures, including acupuncture, body piercing, electrolysis, and tattooing (encompassing semi-permanent makeup). This initiative, effective from 29 November 2024, aims to enhance public health protection by standardising safety and hygiene practices across these industries.
From 29 November 2024, new licensing rules are in place for the following special procedures in Wales:
acupuncture (including dry needling)
body piercing (including ear piercing)
electrolysis
tattooing (including semi-permanent makeup and microblading)
Under the new regulations, practitioners are required to obtain a special procedure licence from their local authority. This process mandates the completion of an infection prevention and control course tailored to special procedures. Additionally, the premises or vehicles where these procedures are conducted must secure approval certificates, confirming adherence to stringent safety and hygiene standards.
The licensing scheme is designed to mitigate risks associated with these procedures, such as infections, by ensuring consistent safety measures across Wales. A national register will be established, listing all licensed practitioners and approved premises, thereby enabling the public to verify the credentials of service providers.
Transition arrangements are in place for practitioners and businesses currently registered with their local authorities. They will be granted deemed licences and approval certificates, allowing them to continue operations while their applications under the new scheme are processed. These individuals must submit their applications by 28 February 2025.
